By the decree of the Head of the Belgorod Region Administration E.S. Savchenko dated August 1, 1996, No. 459, a decision was made to open a medical faculty at the Belgorod State Pedagogical University in 1996. The first student intake on a budgetary basis was carried out in the amount of 75 people the same year.
The first dean of the medical faculty was associate professor, candidate of medical sciences V.G. Bashuk, who headed the faculty from 1996 to 1998. From 1998-2006, the faculty was headed by Honorary Worker of Higher Professional Education, Doctor of Medical Sciences, Professor Yu.I. Afanasyev. Over the next ten years, since 2006, the faculty was headed by Honorary Worker of Higher Professional Education, Doctor of Medical Sciences, Professor N.I. Zhernakova.
Due to restructuring, the Medical Institute of the National Research University "BelSU" was created in 2013. The Institute was headed by Honored Doctor of the Russian Federation, Honorary Citizen of the Belgorod Region, Deputy of the Regional Duma, Chairman of the Regional Duma Committee on Healthcare and Social Policy, Doctor of Medical Sciences, Professor Vladimir Fedorovich Kulikovsky.
The Institute was headed by Honored Doctor of the Russian Federation, PhD Nikolay Ivanovich Belousov, from December 2020 to May 2023. He has a professional path from the head of the feldsher-obstetric station to the Deputy Chairman of the Government of the Belgorod Region, the head of the Department of Healthcare and Social Protection of the Population of the Belgorod Region.
The Medical Institute of the National Research University "BelSU" is a powerful scientific and educational center not only on a regional but also on a federal scale.
The structure of the Medical Institute includes 25 academic and clinical departments, a Medical College, a Research Institute of Pharmacology of Living Systems, as well as laboratories and centers. The V.S. Abeldyaev Higher School of Medicine was opened on the basis of the Starooskol District Hospital of St. Luke of Crimea in 2023.
The human resources of the Institute are represented by 388 scientific and pedagogical workers, of which 90 are doctors and 171 candidates of science. 45% of the teachers have academic titles. 5 academicians and corresponding members of the Russian Academy of Sciences are involved in the management of scientific areas at the Institute.
Today, the scientific positions of the Institute are gradually strengthening, its competitiveness in the Russian and international educational services markets is growing.
Today, the Medical Institute implements more than 50 higher education programs (specialty, residency, postgraduate studies) and 8 programs of secondary vocational education.
The total number of students studying in educational programs is more than 8 thousand people.
The number of enrolled students, residents and postgraduates in the Medical Institute increases annually. These are residents of all regions of the Russian Federation, as well as 76 countries of the near and far abroad (mainly Central and South America, the Middle East, India, Africa). In total, more than 1.6 thousand foreign citizens study at the Medical Institute.
More than 80% of educational programs are implemented on the basis of clinical departments located in the leading medical institutions of the regional center.
The material and technical base of the Institute is continuously developing and meets all modern requirements for a higher medical school.
Students studying in medical specialties have the opportunity to master practical skills in city and central district hospitals from the first year.
Organization and implementation of practical training for students is the most important condition for training specialists who are able to apply their knowledge, skills and abilities in performing professional duties immediately after completing their studies.
In total, the medical institute has concluded more than 100 agreements on practical training of students (health care institutions of the Belgorod region, other regions of the Russian Federation). The main tool for retaining doctors in medical organizations of the Belgorod region is targeted training, the number of which is growing every year. All students under targeted agreements undergo practical training at their future places of work.

The largest research structural divisions of the institute are the Research Institute of Pharmacology of Living Systems and the Interregional Center for Dental Innovations named after B.V. Trifonov.
The scientific infrastructure of the institute is also represented by a number of laboratories and research groups: the educational and scientific laboratory of microbiology and virology, laboratories of the department of medical and biological disciplines, cell cultures of the scientific and educational center of family medicine, chronodiagnostics and chronophysiotherapy; nanostructural research in medicine.
Within the framework of the scientific school headed by Honored Scientist of the Russian Federation, Professor M.V. Pokrovsky, research is carried out on the development of innovative approaches to the correction of endothelium-associated diseases, ischemic conditions and osteoporosis. Of particular importance are experimental studies of neurodegenerative diseases based on the creation of genetically modified animals with producers of human proteins, genetic engineering therapy using adeno-associated viruses. The influence of genetic therapy in the field of biomedicine and veterinary medicine is being studied. The pharmacological activity of a number of drugs is being studied on animals with arterial hypertension, atherosclerosis, obesity, diabetes mellitus.
Applications have been submitted: for conducting major scientific projects on the topic of "Creating new genetic models to study molecular mechanisms that protect neurons from degeneration caused by tau proteinopathy, and pharmacological evaluation of therapeutic agents capable of suppressing the progression of tau proteinopathies"; on the topic of "Studying the role of Hero proteins in the pathogenesis of neurodegenerative processes".
Honored Worker of Higher School of the Russian Federation, Professor M.I. Churnosov, together with the team of the scientific school, is studying the molecular genetic foundations of multifactorial human diseases. Fundamental data on the structure of the gene pool of the population of Central Russia for a wide range of autosomal, mitochondrial, Y-linked DNA markers, its place in the system of the East Slavic, Eurasian and world gene pools have been obtained. The role of candidate gene polymorphism, gene-gene and gene-environment interactions in the formation of common human diseases in the Russian population (female reproductive system, cardiovascular pathology, kidney disease, gastrointestinal tract, ophthalmopathology, etc.) has been established. A regional model of a system of preventive measures aimed at reducing the risk of developing reproductive system diseases in the female population under the complex influence of anthropogenic, heliophysical and genetic factors has been scientifically substantiated, developed and implemented into practical activities.
On the basis of the cell culture laboratory in the structure of the Family Medicine Research and Education Center, Honored Worker of Higher School of the Russian Federation, Professor N.I. Zhernakova, together with the research group, carried out an interdisciplinary research work on an epidemiological population study to identify risk factors for cardiovascular diseases in the Belgorod Region.
A number of scientific studies are being conducted under the initiative direction "Development of differentiated methods of primary and secondary psychoprophylaxis of maladaptation and autoaggressive behavior in mental disorders" under the supervision of the young scientist V.V. Ruzhenkova.
As part of the development of the direction for the development of universal methodological techniques of chronodiagnostics and biocontrol based on biocyclic models and algorithms using biofeedback parameters, an innovative project was prepared under the supervision of Professor F. A. Pyatakovich.
Applied research is focused on studying the indicators of adherence to drug therapy, medical support for patients with cardiovascular diseases. The head of the direction, Professor of the Department of Family Medicine S. S. Kanevskaya.
Cooperation with academic structures of the Russian Academy of Sciences and leading scientists of Russia is significant for the activities of the Institute. Thus, scientific management on issues of surgical diseases is carried out at the Medical Institute by academicians of the Russian Academy of Sciences V.K. Gostishchev and A.F. Chernousov, interaction on scientific research activities related to issues of obstetrics and gynecology is implemented by academician of the Russian Academy of Sciences V.E. Radzinsky, the scientific direction of the specialty dentistry is supervised by academician of the Russian Academy of Sciences V.K. Leontyev and corresponding member of the Russian Academy of Sciences S.Yu, Ivanov. Scientific issues of viral hepatitis are coordinated at the medical and preventive faculty by academician of the Russian Academy of Sciences M.I. Mikhailov.

To protect the rights of subjects of clinical trials, including post-registration, drugs, medical devices (patients), their safety, health and well-being, the Local Ethics Committee operates at the institute.
As part of the training of highly qualified personnel, the Institute effectively implements residency programs in 29 specialties, with a student body of 1,291 people.
Postgraduate studies are actively operating in 14 training programs. The student body currently numbers more than 230 people.
