The Scientific, Educational, and Innovation Center "Nanostructured Materials and Nanotechnologies" at Belgorod State University (NSNM Center) was established in 2005 at the initiative of the Rector's Office of Belgorod State University, which supported a competitive project by a research team from the Institute of Strength Physics and Materials Science of the Siberian Branch of the Russian Academy of Sciences (Tomsk) and Tomsk State University, headed by Professor Yu.R. Kolobov. The necessary funding of 150 million rubles for the acquisition of equipment, capital construction, and reconstruction of premises for unique experimental setups was provided by the Belgorod Region Administration, Belgorod State University, and the Foundation for Assistance to Small Innovative Enterprises in Science and Technology, with the support of the Russian Ministry of Education and Science.
In 2007, the Center for Nanostructured Materials and Nanotechnologies was included in the Russian Federation's national nanotechnology network in the "Nanotechnology" field.
At the initiative of the Center for Nanomaterials and Nanotechnology, a specialized Department of Materials Science and Nanotechnology was established at Belgorod State University in 2005 to train highly qualified personnel. This Department trains students in the specialties 210602 "Nanomaterials" and 010707.65 "Medical Physics." In 2009, to strengthen the practical focus of the educational process, improve the level of scientific research, and specifically train highly qualified specialists, the Scientific Center of the Russian Academy of Sciences in Chernogolovka (NCCh RAS) established an interfaculty basic Department of Nanomaterials and Nanotechnology of Belgorod State University. It trains students in the specialties 210602 "Nanomaterials" and 010707.65 "Medical Physics" (Head of Department: Professor Yu.R. Kolobov).
In December 2009, at the initiative of the NSMN Center and in accordance with Federal Law No. 217-FZ, the small innovation enterprise (SIE) "Metal-Deform" (Director: Alexander Fedorovich Zverev) was opened at Belgorod State University. The enterprise specializes in the production of rolled products in the form of rods (including high-precision calibrated rods according to ASTM F67), strips, and profiles (orthopedic) made of nanostructured and submicrocrystalline unalloyed titanium grades VT1-0, Grade 2, and Grade 4 for medical and technical purposes.

Collaboration with the Belgorod State University's Department of Nanomaterials and Nanotechnology at the RAS Scientific Center in Chernogolovka, the highly qualified staff, and the availability of modern analytical and technological equipment enable the NSMN Center to provide high-quality scientific and methodological teaching of specialized subjects to students at the Institute of Engineering Technologies and Natural Sciences, the Medical School, and other institutes of Belgorod State University. The Department of Nanomaterials and Nanotechnology actively collaborates with academic institutes in Chernogolovka, including the Institute of Problems of Chemical Physics of the Russian Academy of Sciences, the Institute of Solid State Physics of the Russian Academy of Sciences, the Institute of Structural Macrokinetics and Materials Science, and others. Undergraduate and graduate students studying in the Departments of Materials Science and Nanotechnology, Theoretical Physics, and General Physics of the Faculty of Engineering and Physics at Belgorod State University conduct research using the unique, modern equipment of both the NSMN Center and the RAS Scientific Center in Chernogolovka. Over 20 university students annually participate in the implementation of government contracts under the Federal Targeted Program of the Russian Federation and the Center's commercial contracts for the Scientific and Methodological Research Center, working part-time. Beginning in their second year, they are authorized to work independently on unique, modern analytical and testing equipment. Engineering students gain practical experience using technological equipment, gaining skills in the field of innovation.

The NSMN Center team has completed a number of major projects under federal target programs, grants, and commercial contracts, totaling over 400 million rubles. Based on these results, a technology was developed for producing industrial-scale blanks of high-strength submicrocrystalline and nanostructured commercially pure titanium for medical implants, which are now supplied to Medical Instruments LLC (Kazan). A technology was developed for synthesizing nanohydroxyapatite, which is included as a component in the next-generation dental material "Nanofluor," manufactured by the VladMiVa Experimental Plant. Biocoatings developed at the Center using microarc oxidation technology have successfully passed a preliminary assessment of acute cytotoxicity and surface matrix properties at the P.A. Herzen Moscow Cancer Research Institute. In 2015, a major project was successfully completed under Government Resolution No. 218, "Development and Establishment of Serial Production of Large Joint Endoprostheses with Nanostructured Porous Bioactive Coatings." This project involved upgrading the production line for large joint prostheses at the S.A. Zverev Krasnogorsk Plant (Krasnogorsk, Moscow Region). Acceptance testing of the technology was successfully completed at the end of October 2015. The project cost was 170 million rubles for 2013-2015.
