On January 1, 2015, foreign citizens residing in the territory of Russia will have to confirm their knowledge of the Russian language, history and the fundamentals of legislation.
The Federal Migration Service informs that on January 1, 2015 the Federal Law of 20 April, 2014 FL № 74 comes into force. According to the new law, a foreign citizen, applying for a temporary residence permit, residence permit, work permit or a patent shall prove the knowledge of the Russian language, history of Russia, and basic principles of Russian legislation, by any of the following documents:
1) a certificate of proficiency in the Russian language, History of Russia, and basic principles of legislation in Russian Federation;
2) a nationally recognized document of education (from the level of basic general education, and higher) issued by an educational institution of a former Soviet Union member state, which was part of the Soviet Union until September 1, 1991;
3) academic or professional credentials, issued for those who successfully passed the state final certifying examination in the territory of the Russian Federation after September 1, 1991.
However, certain types of employment are exempt from this rule, in particular
- highly skilled professionals engaged in labour activity in the manner prescribed by Article 13 of Federal Law Concerning the Legal Status of Foreign Citizens in the Russian Federation,
- resident aliens, studying in the Russian Federation as full-time students of professional educational organizations or educational institutions of higher education in the state-accredited basic professional educational programmes.
